Information for asylum seekers from Ukraine

Here you’ll get information about Norwegian identification numbers, moving, tax, using a foreign-registered car and how to get an electronic ID.

Norwegian identification number – D number and national identity number

There are two kinds of identification numbers in Norway:

  • D number
  • national identity number

Your identification number is unique and is used to identify you and give you access to services in Norway.

You will get a D number when you register as an asylum seeker

When you register as an asylum seeker from Ukraine, you’ll receive a temporary Norwegian identification number, a D number. Generally, you’ll receive information about your D number in an asylum seeker card, which you will get from the police.

Register as an asylum seeker with the immigration authorities (UDI).

If you get a residence permit, you’ll be assigned a Norwegian national identity number

UDI will process your application. If you get a residence permit for more than 6 months as a refugee from Ukraine, UDI will send us information about this. Then you’ll be automatically registered as a resident in Norway and get a national identity number.

Therefore, you do not need to contact the Tax Administration to become registered as a resident in Norway and to get a national identity number.

When you receive a national identity number, you can no longer use your D number.

Address and moving

Let us know if you move to a new address in Norway

Once you’ve received a national identity number and have been registered as a resident in Norway, you must notify the Tax Administration if you move to a new address (residential address) in Norway.

Let us know if you want to receive your post at an address that is different from your residential address

If you want to receive the post at a different address in Norway than where you live, you can report this yourself.

Let us know if you move out from Norway

You must notify the Tax Administration if you’re moving out of Norway and are planning to stay in a country outside the Nordic region (Sweden, Denmark, Finland or Iceland) for more than six months. If you’re moving to another Nordic country, there's no need to notify us. Instead, you report your move to the country you're moving to.

Work and tax in Norway

You can work in Norway when you have a residence permit

To work in Norway, you must have a right to do so. This is known as a right to work. As an asylum seeker you do not automatically have such a right to work. If you get a decision from UDI stating that you have been granted collective protection, you’ll have the right to work in Norway.

Apply for a tax deduction card when you get a job

As an employee, you must pay tax on what you earn in Norway. For that you'll need a tax deduction card. A tax deduction card shows your employer how much tax they must deduct from your salary. You cannot apply for a tax deduction card until you have a right to work and a job.

If you start working and you do not have a tax deduction card when your salary is paid, your employer will deduct 50 percent of your salary in tax until you get a tax deduction card. This money will be paid back to you next year after we’ve calculated your final tax. It’s therefore important that you apply for a tax deduction card as soon as you’ve gotten a job.

You do not have to meet in person at a tax office to apply for a tax deduction card. You can apply for a tax deduction card online if you have an electronic ID (BankID or MinID) or your employer can apply on your behalf.

Using a foreign-registered vehicle

When you receive a temporary residence permit from the Norwegian Directorate of Immigration (UDI) as a Ukrainian refugee, you can use your vehicle for up to 4 years (priviously 2 years) from the date the residence permit was granted without paying any taxes or fees related to the import and registration of a vehicle in Norway.

This applies if you have no previous connection to Norway. Having no previous connection means that you have not stayed in or been registered in the Norwegian National Population Register for more than 365 days during the last two years before the residence permit was granted. Being assigned a D number does not mean that you’re registered in the National Population Register.

It does not apply to vehicles that are already registered with Norwegian number plates.

Please note that you must be able to document that you meet the conditions for using a foreign-registered vehicle in Norway at all times. This means that you must be able to present the temporary residence permit from UDI.

As long as the use is limited to the four-year period described above, you do not need to notify the Norwegian Tax Administration of your use of the vehicle.

You can also use the vehicle in Norway without paying duties on it in the period from arriving in Norway with the vehicle and until the residence permit is granted. You do not need to apply to or notify the Tax Administration of this either. However, you must pay road tolls on Norwegian public roads.

If you become a permanent resident of Norway

If your situation changes and you become a permanent resident of Norway, you must either pay the import duty and decide whether to register the vehicle in Norway, or you must bring the vehicle back out of the country.

An electronic ID gives you online access to public services

When you have received a Norwegian identification number (national identity number or D number), you can get an electronic ID.

An electronic ID gives you access to online services from local and public authorities. For example, you can visit the Tax Administration’s website to apply for and change your tax deduction card and change your address. You can also communicate with the Tax Administration and get access to your documents online.
